Walt Kelly animating the Ringmaster, Milt Neil animates Dumbo and Timothy. On the last half of the sheets the artist is not indicated.
A few scenes don't even have footage assigned!

The unassigned scenes are probably by Milt Neil and Walt Kelly; Tim doesn't take on any dramatic changes in vanity, except perhaps in scenes 28-30.

I suspect the Pyramid disaster is probably by Jackson as well. I won't complain, Jaxon is one of the greats. I'm just surprised we aren't seeing Charlie Payzant on any of his drafts.
It seems that Wilfred Jackson had directed about half the picture and Terrell Stapp seemed to have done a lot of layouts so far, I wonder what the next sequence will be? Will it be Wilfred Jackson again? Will it be a Sam Armstrong, a Jack Kinney, a Bill Roberts, or even a Norm Ferguson? We'll find out...
I'm suprise about the scenes with Timothy as the Ringmaster's inspiration and none of the scenes are credited, its probably Milt Neil again and Walt Kelly doing the Ringmaster sleeping.
Well, Charles Payzant was credited as Art Director for the film, and maybe he was more of a Art Director instead of a Layout person.
But you do see him credited as a layout artist in 'Make Mine Music', so I don't know, the new Art Directors of in this film: Herb Ryman, Don Da Gradi, Ernie Nordli and Charles Payzant, aren't mention at all in the draft so far, (I'm guessing that Herb Ryman was an Art Director for film, since he was credited for Art Supervision for 'Saludos Amigos')
I'm suprised that Al Zinnen isn't mentioned so far, since he's been at Disney's for a while (first screen credit on Pinocchio), and according to IMDB, John Hubley is mentioned as a uncredited Art Director, I wonder if he's mentioned in the draft, or just an Art Supervisor.
I expect Armstrong and Roberts didn't direct very many sequences, as they were also directors on "Bambi" at the same time.
I wonder *how much* animator information is missing for this sequence. Maybe in the scenes where Dumbo and Timothy appear together, Neil only animated one of them, and the other was animated by someone whose name isn't mentioned.
Art Director was disney for Layout artist back in these days. I always speculated that Terrell Stapp and Charles Payzant did Jaxon's layouts(via Fantasia), Al Zinnen does layouts for Billy Bob(he did so on Pinnocchio), Ken O'Connor, Ernie Nordli(Dance of the hours) and Herb Ryman(Flying Gauchito) work for Ferguson, and Don DaGradi was always with Kinney until Johnny Appleseed. I suspect if they aren't listed on the drafts, they're being supervised by the one that is.
As far as sequence directors go, I'm just surprised that the credit listing at the start of the movie isn't quantative; I always thought Fergy did the most, Armstrong did the least, and so on, so forth, fill in the blanks. But that is clearly not the case, and I'm willing to accept anything now.
Actually, watching this sequence again, I realised that Dumbo only appears in a couple of scenes, so I guess they could have got Neil to animate both characters.
Oh, on the subject of art directors, most of the ones in Pinocchio's opening credits are listed on the draft as "layout men", except the top-billed Charles Philippi ... who is called a layout man on later drafts. On the Three Caballeros draft, the layout men are a mix of those credited with "layout" in the on-screen credits and those credited with "art supervision".
In the early days, they only gave you one on-screen credit (if you were lucky!), no matter how many roles you had in production ... according to Barrier's "Hollywood Cartoons" the sequences with the Queen in Snow White were written by Joe Grant ("character designer") and Bill Cottrell ("sequence director").
